Meet the MLI Staff

Perry Baltimore

Perry F. Baltimore III is the President & Executive Director, joining MLI in 1998 after serving in the US Army for 27 years. His military experience provided him the opportunity to witness firsthand the human condition throughout much of the developing world, including Afghanistan, Angola, Iraq, Rwanda, Somalia and Vietnam. Colonel Baltimore has traveled extensively to build mine action partnerships, particularly in support of MLI’s “pet” program - the K9 Demining Corps Campaign.

 

Beth Ann ScanlonBeth Ann Scanlon is MLI's CHAMPS Manager. She is a skilled multitasker and very fast learner, balancing the demands of both MLI's domestic CHAMPS programs and CHAMPS International programs with finesse. Beth is also a longtime supporter of MLI's work, having spearheaded the CHAMPS New Hampshire campaign before joining the MLI staff.

 

 

 

 

 

Elise Becker

Elise Becker joined The Marshall Legacy Institute in July 2007 as Program Manager after serving as the James Madison University Humanitarian Demining Fellow to the U.S. Department of State’s Office of Weapons Removal and Abatement. During her year at the State Department, Elise facilitated the grants award process and helped manage several Humanitarian Mine Action Programs, including a new program in Senegal. She had the opportunity to conduct a Management Assessment Visit to Senegal and Guinea-Bissau in May 2007. Elise graduated from James Madison University in December 2005 with BA in International Affairs. She has also completed courses in Grants Monitoring and a Humanitarian Mine Action workshop at the U.S. Department of Defense Humanitarian Demining Training Center in Fort Leonard Wood, Missouri.

 

Kimberly McCasland

Kimberly McCasland is the Director of MLI’s CHildren Against Mines Program (CHAMPS). As the mother of a special needs child, Ms. McCasland keenly appreciates the challenges of the physically handicapped and now works to help prevent life or limb-threatening injuries to children in mine-affected countries. Ms. McCasland attended Global Training Academy and is the handler of MLI’s hero mine detection dog, Utsi. Her daughter, Rachel, is the CHAMPS Assistant and serves as Utsi’s caretaker.

 

Lindsey DeFraites

Lindsey DeFraites is the Public Affairs and Communications Manager for MLI. She is a summa cum laude graduate of Fordham University, with a degree in Communications and Media Studies and a concentration in journalism. A member of Phi Beta Kappa, Lindsey also participated in a year-long academic program at City University in London, studying British and New Media and International Politics. During the program, Lindsey gained direct exposure to the mine issue on a trip to Bosnia, Croatia, and Montenegro. The experience piqued her interest in international development and increased her desire to spend extended time abroad. Previous to joining MLI, Lindsey was the copywriter and special assistant to the director of production for EyeBlack.com.

 

 

Dheeraj Jagadev

Tanya Tarasova is the Finance and Administration Manager for MLI. She is a native of Belarus and has studied communications and international business at two universities. The recipient of a Certificate of Accounting, Tanya has been working in the nonprofit sector as an administrative and financial professional since becoming a permanent resident of the U.S. in 2005. Fluent in both Belarusian and Russian, Tanya brings her international expertise and substantial accounting knowledge to MLI.

 

Lindsey DeFraites

Tycie Horsley is MLI’s Development Director. Tycie holds a Master’s of Peace Operations from George Mason University and received her B.A. from the College of William and Mary. A talented writer, Tycie’s utilizes her excellent research, analysis, and creative skills to conceptualize and deliver MLI’s development strategy. Additionally, Tycie possesses substantial experience in both the nonprofit and governmental sectors that enhances her work for MLI.

 

 

 

Rachel McCasland

Rachel McCasland is the CHAMPS Assistant and serves as MLI Canine Ambassador Utsi’s caretaker.
